KSS urges you to oppose the proposed Private Security Amendments.
KSS is concerned about the proposed amendments to the Private Security Industry Regulations, published on 28 March 2025 by the Private Security Industry Regulatory Authority (PSIRA). If enacted, these changes will severely restrict the private security industry's ability to operate effectively and provide the necessary protection to South African citizens.

SUBJECT: Objection to Proposed Private Security Regulations
Dear PSIRA Regulations Team,
I am writing to formally object to the proposed amendments to the Private Security Industry Regulations, published on 28 March 2025. These changes will severely impact the effectiveness of private security service providers, putting civilians, businesses, homes, and public spaces at greater risk.
Restricting armed security personnel, imposing vague ammunition limits, and banning essential non-lethal tools will weaken security providers' ability to respond to crime and assist SAPS. In a country facing high crime rates, these amendments do not enhance public safety.
I urge PSIRA to reconsider these amendments and engage with sensible industry stakeholders to ensure security regulations support, rather than hinder, the safety of South African citizens.

KSS Incidents 1 – 20 April 2025
01 April 2025 07:29 Main Street (Howick) The KSS Control Room received a call from a client requesting assistance. A KSS Response Team was dispatched. The KSS Officers reported that copper pipes had been stolen. Access was gained by jumping the fence. As per the client no need for SAPS. KSS conducted additional patrols.
01 April 2025 07:48 Main Road (Howick) The KSS Control Room received a call from a client requesting assistance. A KSS Response Team was dispatched. The KSS Officers reported that copper pipes and generator wiring had been stolen. Access was gained through the fence. SAPS were formally advised. A case was opened.
02 April 2025 11:16 Paddock Crescent (Howick) The KSS Control Room was advised about a suspect on site. KSS Response Teams were dispatched. The KSS Officers reported that the suspect gained access through the fence and then removed a window pane from the cottage. There is no alarm in the cottage. The suspect fled. Nothing was stolen. SAPS were formally advised.
04 April 2025 09:01 Main Street (Howick) The KSS Control Room received a call from a client requesting assistance. KSS Response Teams were dispatched. The KSS Officers reported that copper pipes, cables and an air-conditioning unit had been stolen. SAPS were formally advised. A case was opened.
04 April 2025 19:59 Dick Street (Howick) The KSS Control Room received a call from a tenant requesting assistance. KSS Response Teams were dispatched. The KSS Officers reported that a wallet had been stolen. The tenant heard a noise and went to the room. The suspect used a piece of wire to steal the handbag. The suspect fled with the wallet and dropped the handbag. SAPS were formally advised. A case was opened.
04 April 2025 20:30 Harvard Street (Howick) The KSS Control Room were advised by an on-site KSS Security Officer that a customer had reversed into a pillar. KSS Response Teams were dispatched. The KSS Officers reported that centre management had been advised and the matter was resolved amicably.
05 April 2025 20:52 Mapholoba Street (Tumbleweed) The KSS Control Room received a CCTV camera activation showing a suspect on site. KSS Response Teams were dispatched. The KSS Officers reported that the suspect fled. Access was gained by jumping over the fence using a broken tree. Nothing was stolen.
05 April 2025 21:15 Harvard Street (Howick) The KSS Control Room were advised by an on-site KSS Security Officer that a customer had driven into and damaged a gutter bracket. The vehicle drove off. A KSS Response Team was dispatched. The KSS Officers reported that the vehicle registration had been noted. The client was advised.
05 April 2025 23:29 Main Street (Howick) The KSS Control Room received an alarm activation. KSS Response Teams were dispatched. The KSS Officers reported that the suspect fled. Access was gained by digging under the fence. Iron sheeting was tampered with. Copper pipes were stolen. The client was advised. SAPS were formally advised. A case was opened. KSS conducted additional patrols.
06 April 2025 10:22 Old Main Road (Merrivale) The KSS Control Room received a CCTV camera activation showing an intruder on site. KSS Response Teams were dispatched. The KSS Officers reported that there was a broken window and that copper pipes had been stolen. The client was advised. As per the client no need for SAPS. KSS conducted additional patrols.
06 April 2025 15:57 Old Main Road (Merrivale) The KSS Control Room received a CCTV camera activation. A KSS Response Team was dispatched. The KSS Officers reported that there was a broken window. As per the client no need for SAPS. KSS conducted additional patrols.
08 April 2025 23:54 R617 Boston/Bulwer Road (Mpophomeni) The KSS Control Room received a CCTV camera activation. Magma was dispatched. The Magma Officers reported that there were no signs of forced entry. The suspects fled. Chickens were stolen. The Officers conducted additional patrols.
09 April 2025 12:43 Kwela Street (Kwa Mevana) The KSS Control Room received a panic activation. KSS Response Teams were dispatched. The KSS Officers reported that there was a boy in uniform on site without permission or authorisation to be there. KSS handed the intruder over to SAPS.
09 April 2025 23:23 Saligna Road (Howick) An alert KSS Response Officer was patrolling when he noticed a man carrying a fake firearm and plastic packet. The KSS Officer apprehended the man. KSS handed the man over to SAPS for fingerprints and further investigation.
09 April 2025 23:24 Main Street (Howick) The KSS Control Room received a report from a KSS Security Officer that 2 suspects were on the bridge digging up something. KSS Response Teams were dispatched. The KSS Officers reported that the suspects fled. They were trying to steal cables on Umgeni bridge. The cable was recovered. SAPS were formally advised and responded. SAPS took over the matter.
11 April 2025 04:00 Main Road (Howick) The KSS Control Room received a call from an on-site KSS Security Officer reporting that there was a suspect on site. The suspect fled when he was confronted. A KSS Response Team was dispatched. The KSS Officers reported that nothing was stolen. Access was gained through a damaged palisade fence. KSS conducted additional patrols.
11 April 2025 12:00 Birnamwood Road (Merrivale Heights) The KSS Control Room was advised that 2 energizers and a battery had been stolen. KSS Response Teams were dispatched. The KSS Officers reported that access was gained by cutting the fence. SAPS were formally advised.
12 April 2025 18:15 Power Lane (Howick) KSS received a CCTV camera activation showing a suspect on site. A KSS Response Team was dispatched. The KSS Officers reported that access was gained by jumping over the fence. The suspect attempted to remove aluminum from a container but was disturbed and fled. Nothing was stolen. As per the clients no need for SAPS. KSS conducted additional patrols.
14 April 2025 23:27 R617 Boston/Bulwer Road (Mpophomeni) The KSS Control Room received a CCTV camera activation. Magma was dispatched. The Magma Officers reported no intruders on site. Nothing was stolen.
15 April 2025 09:46 Flamingo Drive (Hilton) The KSS Control Room received a call from a client requesting assistance. KSS Response Teams were dispatched. The KSS Officers reported that there had been an attempted break-in. Access was gained through the palisade fence. Nothing was stolen. SAPS were formally advised and responded. An incident report was filed. KSS conducted additional patrols.
15 April 2025 12:07 Power Lane (Howick) The KSS Control Room received a call from a client requesting assistance. A KSS Response Team was dispatched. The KSS Officers reported that a suspect had stolen a handbag out of a vehicle. Access was gained through the fence. SAPS were formally advised. A case was opened. KSS conducted additional patrols.
16 April 2025 11:00 Hilton Avenue (Hilton) The KSS Control Room received a UCSI SNIPR activation for a stolen vehicle. KSS Response Teams and SAPS were dispatched. The vehicle was stopped in Hilton. The driver was apprehended and the vehicle impounded by SAPS.
18 April 2025 R617 Boston/Bulwer Road (Merrivale) The KSS Control Room received a call from a client requesting assistance for a medical emergency. A KSS Response Team, SAPS and Midlands EMS were dispatched. KSS handed the matter over to SAPS and Midlands EMS.
19 April 2025 04:10 R617 Boston/Bulwer Road (Mpophomeni) The KSS Control Roome received a CCTV camera activation. Magma was dispatched. The Magma Officers patrolled and reported that there were no suspects on site.
20 April 2025 09:40 Harvard Street (Howick) The KSS Control Room was advised by a Senior KSS Response Officer that the on-site Security Guards (from another security company) had advised him that water pump had been removed from site. The client was advised.
20 April 2025 11:10 Andrew Street (Howick) The KSS Control Room received a call from a client requesting assistance. KSS Response Teams were dispatched. The KSS Officers reported that suspects had broken into a cottage. Access was gained by jumping the fence. A window and burglar guard were broken, and the back door was damaged. The alarm was not set. Electronic items were stolen. SAPS were formally advised. A case was opened.
